ABOUT Me

Marino Tilatti — Shaping New Roads to Participation

I am a project manager with many years of experience in managing complex projects, developing digital platforms, and facilitating participatory processes.

I have worked in international contexts and across different fields, from technology to civic participation, leading innovative projects that combine digital tools with collaborative methodologies.

My background includes a Second Level University Master’s in Management & E-Governance for Public Administration (2022), which allowed me to deepen my knowledge of topics such as digital transformation, e-government, open data, and regulatory transparency, with a particular focus on participatory and inclusive practices.

I am currently coordinating Concorder, a platform for participatory and deliberative democracy that helps groups, associations, institutions, and communities make decisions in a transparent, inclusive, and collaborative way.

Our Story

My experience in digital participation began over ten years ago with Tecnologie Democratiche, an association dedicated to creating tools to promote direct and participatory democracy.

Together with the Tecnologie Democratiche team, we developed Airesis, one of the first Italian platforms for participatory democracy, used by civic movements, local authorities, and informal groups. Airesis enabled thousands of people to share proposals, discuss them, improve them, and vote on them in a transparent way.

In parallel, I completed a Master’s in Management & e-Governance, which provided me with advanced skills in managing participatory processes, designing digital services, and implementing technological solutions for collaborative governance.

The experience with Airesis laid the foundation for Concorder, which represents a technological and methodological evolution of that idea, with greater focus on ease of use, modularity, multilingual support, and integration with other platforms.

Who is Marino Tilatti?
Marino Tilatti is the project manager of Concorder, with over ten years of experience in creating tools for participatory democracy and managing collaborative decision-making processes. He was among the founders of Tecnologie Democratiche and coordinator of the Airesis project. He holds a degree in Economics and Commerce from the Catholic University of Milan and a Master’s in Management & e-Governance.
Concorder is a digital platform designed to help groups, communities, associations, public institutions, and condominiums make decisions in a participatory, inclusive, and transparent way.
Concorder was born from the experience gained with Airesis, one of the first Italian e-democracy platforms. The goal is to evolve that experience into a modern, intuitive, multilingual tool capable of integrating with other technologies.
Unlike common chat systems or project management software, Concorder is specifically designed for deliberation: not just to communicate, but to decide together. It offers tools to moderate, propose, discuss, vote, and reach shared decisions.
  • Local communities and associations that want to engage their members.
  • Public institutions experimenting with e-democracy processes.
  • Workgroups and collaborative networks.
  • Condominiums, to make meetings more effective and inclusive.
Currently Concorder is not yet open source, but it has been designed with a flexible and open architecture. If interest arises from the community or public institutions, we are open to making it available as an open source project, ensuring greater transparency and customization.
Yes. We offer webinars, video tutorials, consultancy, and technical support to facilitate the use of the platform and adapt it to different contexts.
Our vision is of a society where collective decisions are not reserved for a few, but the result of active participation, constructive dialogue, and inclusive digital processes.
